Senator Jason Rapert Gives Health Insurance Update

For months ASTA has been working with Arkansas state legislators to come to an agreement regarding health insurance for public school employees. While lawmakers have yet to release a bill Senator Jason Rapert wrote on ASTA’s Facebook page today, reporting progress on the issue, and an forthcoming bill, which will give teachers the support they need.

 

“Earlier today, leadership from the Senate and House met with Gov. Beebe to find further consensus on our plans to reduce the dramatic premium increases you are facing and reform the PSE Insurance program going forward. After nearly three hours of negotiation, I am happy to report progress is being made.
 
As all of you know, about four weeks ago, there was virtually no chance to have a special session to address this situation. Thanks to all you for reaching out to bring focus to the fact that we must handle this now. At this time we are vigorously working towards appropriating $43 Million Dollars to keep your premium increase to no more than about 10%. I have vigorously advocated that this is the minimum solution I would agree to and I intend to keep that position. I ask for your support of this short term aspect of the plan because some had advocated only appropriating $36 Million which would have meant you would still face a 16% increase on top of the 21% increase you had last year. Please contact your legislators to ask for their support.

Longer term, we have plans to reform the plan and hopefully make it more affordable for all of you, which should increase participation rates. I also hope by now that you realize there is NO PLAN TO REDUCE YOUR SALARY OR CONTRACT DAYS under the options being considered.

Very soon a bill will be released with full details. I respectfully ask that you support what will be proposed after reviewing it. We are all working very hard on this issue - Gov. Beebe, legislators, Employee Benefits Division, Education Department and many others affected are investing tremendous energy to find a compromise solution.

From my perspective, I am doing this because I value each of you for your willingness to teach our children, care for our students and support the lofty goal of providing an excellent public school education for every boy and girl in Arkansas. I have said many times in the Education Committee - our human capital - our school employees - is our most important asset in the school system. Without quality teachers, school personnel and administrators we will never have the ability to provide the quality education to students that we all strive for. I understand the need for buildings, new technology etc., but without true education leaders - the equipment, buildings and programs do nothing. Your salary and benefits are important - you should never be forced to choose between fulfilling your call to teach and taking care of your family. Unfortunately, that is exactly what many of you have told me you are facing. This situation cannot continue. I came out early in asking for a special session and I remain committed to working with all concerned to see this through.

Don't give up and please be supportive of your local legislators as they work through the decision-making process.

I cannot guarantee any of you the outcome, but I can pledge to you that I will continue to be an advocate for you because you are important to the future success of Arkansas.”
